The inside inspection of a tenanted property can be difficult to arrange. Please take into account that the tenant is probably not prepared to have too many people trollying through his apartment several times a week. It might even be impossible to schedule an inside visit during the few days (or hours) are you in Berlin, because the tenant might be absent, on holiday or at work.
Also, German tenancy laws restrict inside visits to 3 inspections per year - which are quickly taken up.
However, this is no impediment because the tenant is required by tenancy contract to keep the property in a decent condition, renovate/paint at certain intervals and return the property in the very same condition he has received it. Kitchen fittings tend to belong to the tenant unless the apartment is rented furnished.
Therefore, an outside visit of the property and location is generally sufficient to get a good idea of what you are buying.

If you insist on viewing the flat, discard the idea of a "tenanted apartment" altogether and focus your search on "vacant properties" only.
